Issue Nine: Immigration

Currently, about 460,000 people immigrate to Canada annually. Alberta, with 11 per cent of Canada’s population, can be expected to receive about 50,000 immigrants per year.

Question 9(a) – How much will it cost to establish an immigration department for an independent Alberta?

Question 9(b) – How much will it cost per year to operate the immigration department?

Issue Ten: Mineral rights

In 1931 Canada gave mineral rights to Alberta as a province of Canada – not as an independent country. The mineral rights were given – not sold nor bargained for with an exchange of benefits and burdens between the parties. Canada will demand the return to the people of Canada those mineral rights which were never intended to be given to nor received by a foreign country.

Question 10 – How much will it cost an independent Alberta to purchase the now provincially held mineral rights in the future as an independent country? (This question assumes Canada would want to sell. It might not).

Issue Eleven: Federal Grants

Alberta now receives various grants – mostly for things like infrastructure and health care – from Ottawa (bear in mind health care is the single largest expense in Alberta’s budget).

Question 11 – What is the dollar amount, annually, of federal grants an independent Alberta will no longer receive?
