The Municipal District of Taber (MD of Taber) continues to refine its Land Management Strategy (LMS). During the April 21 Committee of the Whole meeting, members discussed proposed amendments to the draft Sale of MDT Land Policy, a key component of the LMS. This policy aims to establish clear guidelines for the sale of MDT-owned agricultural, grazing, and cultivation lands.
Background and Context
The Land Management Strategy has been an ongoing initiative in the MDT, with a webpage serving as a repository for public information, including presentations, policies, and supplemental materials. The strategy encompasses various land policies, including grazing and cultivation leases, which are set to expire in 2026 and 2027, respectively.
Recent milestones include the approval of a new Grazing Lease Policy on April 14, 2026, and a Cultivation Lease Policy adopted on February 24, 2026.
Proposed Amendments to the Land Sales Policy
The draft Sale of MDT Land Policy, presented to Council on April 14, 2026, incorporates several key principles to guide the sale of municipal lands. During the April 21 meeting, Council considered an amendment to include a clause requiring the average of two independent appraisals to determine the starting price for competitive bidding. This amendment, approved under Resolution C-2026-226, aims to ensure market value is clearly defined and upheld.
The policy outlines several critical components:
• Scope: Applies exclusively to MDT agricultural, grazing, and cultivation lands.
• Transparency: Establishes clear definitions, roles, and responsibilities for all stakeholders.
• Market Value: Introduces a reserve sale price based on appraisals and tendering.
• Leaseholder Rights: Provides leaseholders with the first right of refusal and adequate notice of land sales.
• Tendering Restrictions: Limits tendering to residents of the MDT and adjacent municipalities.
• Flexibility: Allows for multiple methods of land sales to meet municipal needs.
• Evaluation Process: Includes a procedural directive to protect municipal interests and guide Council decisions.
Administrative and Public
Engagement
MDT administration has developed a draft procedural directive to support the policy, including a Geographic Information System (GIS) map to provide spatial data for Council’s decision-making. The directive ensures a structured evaluation process for land purchase requests, safeguarding municipal interests.
Public consultation has been ongoing during the LMS development. Engagement activities included information-sharing sessions, Council and committee delegations, and written submissions. On February 24, 2026, Council formally concluded public engagement efforts, recognizing the extensive feedback received and shifting focus to finalizing the draft policies.
Next Steps
The Committee of the Whole provided feedback on the draft policy and proposed amendments. Administration will incorporate this input into a revised draft for future Council consideration. The MDT remains committed to ensuring the Land Sales Policy aligns with its overarching goals of fairness, transparency, and effective land management.
