Town council Dec. 20 meeting briefs

The following are selected briefs from the Dec. 20 meeting of Vauxhall town council.

Nov. 15 Closed Session

The following is the lone resolution carried out of closed session at council’s Nov. 15 meeting. Closed session was 20 minutes. Motion to accept the offer of $20,000 plus GST per lot of all 11 lots from VHL Construction on condition all lots are built within five and a half years — and to direct administration to publicly advertise the reduced sale price of the lots as per the MGA.

Bylaw 980-21 Municipal Development Plan Amendment

Motion to amend by 933-18 being the Town of Vauxhall Municipal Development Plan, to amend Map 1- Development Guide Map to allow of additional opportunities for residential land use be given first reading.

 Bylaw 981-21 Land Use Bylaw Amendment

Motion to amend Bylaw 833-09 the Municipal Land Use Bylaw, be given first reading as presented.

Motion that the public hearing of bylaw 980-21 for the purpose to amend Bylaw 933-18 Town of Vauxhall Municipal Plan and Bylaw 981-21 for the purpose Bylaw 9821-21 for the purpose to amend Bylaw 833-09 Land Use Bylaw be held on March 7, 2022, at 5: 30 p.m.

Bylaw 982-21 Waste Management and Recycling 

Motion that Bylaw 982-21 to regulate and provide for the terms, conditions, and rates for the waste management and recycling services provided by the Town of Vauxhall, be given first reading as presented.

SouthGrow Request 

SouthGrow sent a letter asking their members for a fee increase that would come into effect on April 1, 2022. The increase would be $1 per capita, up from $0.50 per capita in 2021 and $0.45 in 2020. The per capita was based on the most recent federal consensus or the municipality’s count.

Administration’s report explained they didn’t have a current census, so they would use the latest federal census. SouthGrow also offered to bring an updated presentation to Vauxhall in the future.

A motion was carried to forward the SouthGrow Regional Initiative 2022-2023 fiscal year membership fee of $1 per capita to budget deliberations.

Solar Krafte–

Administration received a letter requesting support for Solar Krafte’s second solar farm in the M.D. of Taber, just outside of Vauxhall. A motion was carried to direct administration to send a letter of support for the project.

RCMP November Report

RCMP calls for service- Taber/Vauxhall detachment area 136, Town of Vauxhall 9. Traffic (alcohol/drug)- impaired driving, 24 and 30-day suspensions, immediate roadside suspensions 0. Non-criminal- 9-1-1 hangups in Vauxhall 1, detachment area criminal record check 32, detachment area fingerprints (general public) 8. Total violation tickets in Vauxhall 0, total violation tickets in Taber detachment area 13, ITU (Lethbridge/Redcliff) violation tickets 26, total patrols in Vauxhall 40.

Persons crime saw a 46 per cent decrease, property crime saw a 30 per cent increase, other Criminal Code saw a 32 per cent increase, and total Criminal Code offences saw a 24 per cent decrease when compared to January to November of 2020. There was a 36 per cent decrease in break and enters (eight fewer instances, a 43 per cent decrease in theft of motor vehicles (nine fewer instances), and an 18 per cent decrease in theft under $5,000 (nine few instances).
