MD of Taber Committee of the Whole meeting highlights: March 31

The Municipal District of Taber’s Committee of the Whole met on March 31 to address several pressing matters, including grazing lease policies, budget adjustments, and mill rates. The meeting provided an opportunity for Council to clarify policies and refine financial strategies.

Grazing Lease Policy: Clarification on Compensation 

A key topic of discussion was the clarification of a past resolution regarding compensation for grazing leaseholders. The resolution, originally passed as C-2026-132, allows the MD of Taber to terminate grazing leases with 30 days’ notice for alternative land use. However, it mandates compensation for leaseholders based on the unamortized value of the remaining lease and ensures interruptions do not occur during the active grazing season. Council revisited this resolution to ensure its intent and application were clear, particularly in light of recent administrative inquiries and ongoing discussions.

Councillor and Deputy Reeve Layne Johnson moved that clause 3aii be amended as follows: “To enable the Landlord to grant a lease to a third party for an alternative use, the Landlord may provide the Leaseholder with thirty (30) days’ written notice, subject to: (a) compensating the Leaseholder for the loss of use on the subject area or cancellation of the lease based on the unamortized value of the remaining lease; and (b) ensuring that the interruption does not occur during the active season.”

Budget Adjustments for 2026 

The Committee reviewed adjustments to the 2026 budget, initially approved in December 2025, to account for emergent changes, inflation, and updated requisitions. Notable adjustments include:

• External Agency Contributions: An increase of $77,700 for the Taber & District Housing Foundation’s Clearview Lodge Project and $44,000 for Workers’ Compensation Board premiums.

• Privacy Compliance: A $30,000 allocation to meet new requirements under the Protection of Privacy Act.

• Inflationary Pressures: Legal services saw a $45,000 increase, while GIS integrations required an additional $25,000 to maintain functionality.

• Lands Management: Legal services rose by $35,000, while land lease revenues decreased by $36,715. Additionally, $150,000 was allocated for oil and gas leaseholder share payments.

The Committee also discussed the inclusion of the Enchant Fire Hall in the 2026 Capital Budget, approved earlier this year.

Mill Rates 

The Committee turned its attention to the 2026 mill rate, an important component of municipal taxation. With a projected shortfall of $1.65 million, Council explored options to address the gap, including mill rate increases, expense reductions, and revenue enhancements.

The MD of Taber’s traditional “3-3-9” approach—three per cent increases to residential and non-residential mill rates and a nice per cent increase to farmland rates—was considered. This strategy would generate an additional $1.3 million, reducing the shortfall to $961,000. However, further measures, such as revising land management policies, deferring contributions to the Taber & District Housing Foundation, and adjusting police funding, were also discussed.

With regards to police funding adjustments, the Committee noted that, “This option should be taken with caution as the final figure from the province is not known. Indications/estimates have been given, but a fixed, reliable amount has not been provided.”

The Committee emphasized the importance of balancing fiscal responsibility with the needs of the community. Adjustments to the mill rate will be finalized in the coming weeks, with the aim of  ensuring the MD of Taber remains on solid financial footing while meeting its obligations to residents and stakeholders.
